SoBe Cats Spay & Neuter is a 100% volunteer 501c3 nonprofit that assists the City of Miami Beach with controlling the Miami Beach homeless community cat population via:
(1) Trap Neuter Vaccinate Return (TNVR),
(2) Adoption at our pawesome Kitty Campus location, and
(3) Our Registered Cat Feeder Program, where we help our community kitties live outside with love, and work on getting the kitties all fixed via TNVR.
We are in this for the cats’ well being and improved relations with residents and businesses.

You are invited to join the World Affairs Council of Miami on Tuesday, May 6th from 11am - 1pm, for a timely and thought-provoking conversation on U.S.-Mexico relations and the Second Trump Administration with His Excellency Esteban Moctezuma Barragán, Ambassador of Mexico to the United States.
This program is part of our Mark Samuelian Distinguished Speaker Series, hosted at Miami Dade College in partnership with Miami Dade College
- Wolfson Campus and Miami Dade College Honors College.
The United States and Mexico are bound by shared geography, economics, history, and demographics. Now, as the second Trump administration develops its economic and national security strategies, the two neighbors' ties have entered a new era of challenges and opportunities. From trade and immigration to security and economic integration under the U.S.-Mexico-Canada Agreement, many of the president's leading priorities are uniquely connected to the U.S.-Mexico relationship.
This program will serve to provide our community with the rare opportunity to learn directly from Mexico's top diplomat in Washington about our two nations' shared history and aspirations for a common future. We hope you'll join us in warmly welcoming Ambassador Moctezuma on his upcoming visit to Miami, Florida.

Speaker bio:
His Excellency
Esteban Moctezuma Barragán
was appointed Ambassador Extraordinary and Plenipotentiary of Mexico to the United States of America by President Andrés Manuel López Obrador and ratified by the Senate of the Republic with 115 votes in favor of 116 attendees in February 2021.
His previous government positions include Secretary of Public Education (2018 – 2021). Secretary of Social Development (1998-1999); Senator of the Republic (1997-1998); Secretary of the Interior (1994-1995); Undersecretary of Educational Planning and Coordination (1993-1994); Head of the Administrative Office of the Secretariat of Public Education (1992-1993); Head of the Administrative Office of the Secretariat of Programming and Budget (1988-1992); and Secretary of Administration of the Government of the State of Sinaloa (1989-1988). Likewise, he was in charge of implementing the autonomy of the Supreme Court of Justice of the Nation (1994 – 1995).
Ambassador Moctezuma’s academic credentials include: Bachelor of Economics from the National Autonomous University of Mexico; Studied a master’s in Development Economics from the University of Cambridge, UK; Diploma in Regional Development in Tokyo, Japan; Doctor Honoris Causa from the University of Sciences and Arts of Chiapas.
Beyond his government roles, Ambassador Moctezuma has been actively involved in civil society, serving as President of the Board of Trustees of the National Institute of Public Health (2011-2015), Member of the Assembly of the National Council to Prevent Discrimination (2013-2017), Vice President of the organization “Businessmen in Basic Education,” and President of “Social Commitment for the Quality and Equity of Education.” He has also served as Executive President of Fundación Azteca (2001-2018), where he promoted the Esperanza Azteca System of Children and Youth Symphony Orchestras (2009-2018), and as a trainer of Young Excellence through the Generation Bicentennial Scholarships (2010-2018). Ambassador Moctezuma has also been a prolific writer and commentator, publishing several books and serving as a columnist for various Mexican newspapers.
Moderator bio:
Aaron Rosen
serves as President and Founder of the World Affairs Council of Miami since 2021. He is a Term Member of the Council on Foreign Relations in New York and a 2024 Eisenhower Fellow. Prior to returning home to South Florida, Aaron researched international technology policy and Russian affairs with the Alfa Fellowship Program in Moscow. He previously worked as a Washington, D.C.-based specialist in U.S. foreign policy for MUFG Bank, formerly the Bank of Tokyo-Mitsubishi UFJ, and completed a graduate fellowship with the European Parliament in Brussels.
Aaron has experience working with various legislative and diplomatic bodies, including the U.S. Congress, German Bundestag, Australian House of Representatives, Canadian House of Commons, Luxembourg Chamber of Deputies, Embassy of Mexico in the United States, and the European Parliament Liaison Office to the U.S. Congress.
Aaron earned a dual masters concentrated on U.S. foreign policy and international history from the George Washington University and the London School of Economics, and holds a bachelors in international relations and comparative politics from the University of Central Florida. Aaron was born in Southern California and raised in South Florida. He speaks German, Spanish, and intermediate Russian.
